    WASHINGTON -- Local governments are at risk of losing more than $1 billion in foreclosure relief funds they can't spend quickly enough. With use-it-or-lose-it spending deadlines weeks away, cities and counties are scrambling to shore up neighborhoods by buying foreclosed and abandoned properties -- but are often stymied by market forces, federal regulations and a lack of staffing.

    Warren Jeffs, the leader of a breakaway Mormon sect that practices polygamy, had his convictions for participating in child rape reversed by the Utah Supreme Court on Tuesday, but he will remain in prison until he is handed over to Texas authorities to face similar charges in that state. "We conclude that there were serious errors in the instructions given to the jury that deprived Jeffs of the fair trial to which all are entitled under our laws," Justice Jill Parrish wrote in a unanimous 4-0 decision.
